The wall gets wetter than the roof
Newer roofs are not automatically fine. Close to four in ten houses here went up after 2000, and the first generation of those is now old enough for the shingle to be spent while the deck under it is still sound, which usually keeps the tear-off clean. The trouble on this stock is higher up the wall. Kickout flashing at the roof to wall termination is missing on a surprising number of these houses, and that is what soaks the sheathing behind a corner board. Window heads on a tall gable elevation are the other one. We correct the kickout, look at the head flashing on the windows below it, and where the wall material is already gone, steel siding replacement stands up to a west facing wall better than the original panels did.

How can I tell if a mid 1990s Ramsey roof is due?
Look at the south and west planes first: curled tabs, bare spots where the granules have gone, and granules in the gutter after rain. Then look at the ridge and the pipe boots, because the rubber collars usually crack before the field does. If only the boots are gone, that is a repair. We will tell you which of the two you are looking at.
What is worth upgrading when a late 1990s roof gets replaced?
The parts nobody sees. A lot of that stock went on with three tab shingles, a thin ridge vent and no kickout where a roof plane dies into a wall. At replacement you can put in proper edge metal, a ridge vent sized to the intake that actually exists, membrane at the eaves and valleys, and the kickouts that were skipped the first time. The house is young. The assembly on top of it is not.

Sometimes. Panels from the 1990s and early 2000s are often discontinued, and even a current profile fades to a different shade than a twenty year old wall. If we can find close stock we will use it, and if we cannot, the honest options are residing one full elevation to a corner or replacing the wall. Your policy may treat matching differently, so ask before we order.
