Saving cedar that is worth saving
We start these jobs with a pry bar and a moisture read, not with a quote for a full tear off. On a Shoreview house from that era the field shakes are often sound and gray while the valleys, the north facing plane and the courses above the garage have gone soft. Those can be cut in and replaced. When more than a third of the roof is spent, doing the whole thing is the cheaper end. It depends on what goes back down. Cedar from that era usually sits on spaced boards, and new shakes can go back on them once the soft ones are swapped out, since that gap is what lets the wood dry from below. Switch to another material and the deck has to be closed in solid first, which is a real part of the job and belongs in the quote rather than turning up mid week.
