Flat roofs downtown and flat roofs out by the lakes are two different jobs. On the blocks platted around the courthouse in 1856 the deck is usually plank over joists with almost no pitch, drained through a scupper cut in the back wall. Newer buildings toward the water have steel deck, more roof area and more exposure. Both need the perimeter treated differently from the field: tighter fastening or full adhesion at the edge, and edge metal that is actually cleated, because uplift starts at a corner and peels inward. On plank decks we check for spongy boards first, since a fastener in rotten fir holds nothing. Scuppers get enlarged or moved where the old opening never kept up. Usually not, because replacing a roof does not add hard surface to the lot, and the overlay is written around impervious cover. Decks, additions and new structures near Buffalo Lake or Lake Pulaski do need a permit and can run into the cover limit. If your plan includes more than the roof, ask the city first.
Is a white TPO roof worth it this far north, or is Buffalo too cold?
