The flat section is usually the leaky one

Usually the call is about the flat section, not the whole roof. Somebody rolled asphalt over it years ago and tarred it into the shingles above, and that transition is where the water gets in. PVC ends that argument if the tie in is built rather than smeared: metal transition, membrane terminated up the wall, underlayment lapped over the top. What drives the price on a small roof is not square footage, it is how many curbs, vents and hood bases are up there and what the deck looks like under the wet insulation. Wind matters too. The EF-1 that touched down near town in March 2017 showed that a small building with long open ridgelines catches plenty of it, so perimeter fastening is not a place to save. For a plain storage building we would quote EPDM roofing instead, since nothing on that roof is venting grease.
